Rename Serenity consensus engine to Merge (#7475)

[EIP-2982](https://eips.ethereum.org/EIPS/eip-2982) "Serenity Phase 0"
was superseded by [EIP-3675](https://eips.ethereum.org/EIPS/eip-3675)
"Upgrade consensus to Proof-of-Stake"
