Split backend.go:New method to 2. 1st will create db and basic

(*PrefetchedBlocks) Pop -> Get (#6519) 
After PR #6515 `(*PrefetchedBlocks) Pop` doesn't remove the block from
the LRU cache anymore, so `Get` is a better name.

HashBuilder: fix top node shorter than 32 bytes (#6456)
