Workaround for the code history of BSC system contracts (#6274)
Works around a flaw in the upgrade logic of the system contracts. Since
they are updated directly, without first being self-destructed and then
re-created, the usual incarnation logic does not get activated, and all
historical records of the code of these contracts are retrieved as the
most recent version. This problem will not exist in erigon3, but until
then, a workaround will be used to access code of such contracts through
a special structure, `SystemContractCodeLookup`

Hey guys, I'm trying to add the Chiado network ([Gnosis'
testnet](https://docs.gnosischain.com/about/networks/chiado)) now that
Gnosis can be synced fully with Erigon, so we can test it on the testnet
as well.

This is mostly inspired from
cd5ef32f37.

Probably missing:
- [ ] The right consensus config (currently only a copy of Gnosis)
- [ ] Fixes to the chainspec?
- [ ] Presumably something in `cl/clparams/config.go`

Turns out that the `code` in Erigon's chainspec is not the same as
`constructor` in Nethermind for example.

This removes a bunch of weird code around the counter overflow check in
concatKDF and makes it actually work for different hash output sizes.

The overflow check worked as follows: concatKDF applies the hash function N
times, where N is roundup(kdLen, hashsize) / hashsize. N should not
overflow 32 bits because that would lead to a repetition in the KDF output.

A couple issues with the overflow check:

- It used the hash.BlockSize, which is wrong because the
  block size is about the input of the hash function. Luckily, all standard
  hash functions have a block size that's greater than the output size, so
  concatKDF didn't crash, it just generated too much key material.
- The check used big.Int to compare against 2^32-1.
- The calculation could still overflow before reaching the check.

The new code in concatKDF doesn't check for overflow. Instead, there is a
new check on ECIESParams which ensures that params.KeyLen is < 512. This
removes any possibility of overflow.

There are a couple of miscellaneous improvements bundled in with this
change:

- The key buffer is pre-allocated instead of appending the hash output
  to an initially empty slice.
- The code that uses concatKDF to derive keys is now shared between Encrypt
  and Decrypt.
- There was a redundant invocation of IsOnCurve in Decrypt. This is now removed
  because elliptic.Unmarshal already checks whether the input is a valid curve
  point since Go 1.5.

37dd9086ec core: refactor genesis handling
This commit solves several issues concerning the genesis block:

* Genesis/ChainConfig loading was handled by cmd/geth code. This left
  library users in the cold. They could specify a JSON-encoded
  string and overwrite the config, but didn't get any of the additional
  checks performed by geth.
* Decoding and writing of genesis JSON was conflated in
  WriteGenesisBlock. This made it a lot harder to embed the genesis
  block into the forthcoming config file loader. This commit changes
  things so there is a single Genesis type that represents genesis
  blocks. All uses of Write*Genesis* are changed to use the new type
  instead.
* If the chain config supplied by the user was incompatible with the
  current chain (i.e. the chain had already advanced beyond a scheduled
  fork), it got overwritten. This is not an issue in practice because
  previous forks have always had the highest total difficulty. It might
  matter in the future though. The new code reverts the local chain to
  the point of the fork when upgrading configuration.

The change to genesis block data removes compression library
dependencies from package core.
