Add support for beacon_blocks_by_root on the req/resp domain (#5951 )

Continuation of https://github.com/ledgerwatch/erigon/issues/5884

We make use of
bb09295072/beacon-chain/p2p/types/types.go
from Prysm to construct our request because the generated code injects
an offset that is not included in the spec.
