Add new GetVersion API to Health Service (#8167)
* Add new GetVersion API to Health Service

This is to support showing version information in the web ui.
Since health.go is built through validator bazel, we can use
`shared.GetVersion` directly.

Backend for: prysmaticlabs/prysm-web-ui#107

* Run goimports and update-go-pbs

* go mod tidy

Prysmatic Labs Validator Client Implementation

This is the main project folder for a validator client implementation of eth2 written in Go by Prysmatic Labs. A validator client attaches to a running beacon node in order to perform proposer/attester responsibilities for eth.
