Refetch validating keys if no keys are fetched (#8000)
* refetch validating keys every 30 seconds

* deduplicate error/log messages

* remove redundant break statement

* comment about execution flow

* move code to wait_for_activation.go

Prysmatic Labs Validator Client Implementation

This is the main project folder for a validator client implementation of eth2 written in Go by Prysmatic Labs. A validator client attaches to a running beacon node in order to perform proposer/attester responsibilities for eth.
