Change non-mutating validator accesses to ReadOnly (#5776)
* Change instances of ValidatorAtIndex to ReadOnly where possible

* Use ReadOnly for VerifyExit and Slashings

* Move length check to before lock

* Improve readonly tests

* undo process attester changes

* Fix test
